Books and printed matter often have lower postage rates. SAL is Surface Mail Air Lifted. That means that the mail is treated as surface mail in the country of origin and in the country of destination, but the transport between the countries is done by air. The Dutch postal service also offered this service in the past, but only to Australia and Canada.
