Yes - when the water's only as deep as that, though I myself wouldn't attempt it. The red and white chain is there to stop vehicles taking a detour from the ford and driving up the river bed.

Yes, if they're the same people you buy enormous offroad vehicles (99% of which will never be driven off-road) to take tiny children to school. If they get a chance to drive through a puddle, they'll take it.
