There's an unfortunate resemblance to failed mugshots ("Hey -- the camera's over here!"). But then, if you do have to have your mug shot, the Frankie Avalon look at the bottom will give you the air of a fine upstanding young citizen.

Number 49 looks like the current premier of Ontario; I expect to see a mugshot of him some day. His late brother, our former mayor, had one.

Did 50 to 63 take the day off?

Seriously, this is quite an interesting find. I'd forgotten how subtle differences in men's hair styles used to be. Numbers 41 to 49 look pretty much identical.
