At the dam on West Grand Lake. This dam holds back a lake of 14300 acres, maximum depth 125 feet; one of 4 lakes in the U.S. inhabited by native landlocked salmon, which draws serious recreational fishermen and so is a large boost to the impoverished local economy. This lake is also the water supply to a nearby papermill, with 400 employees, and is the only industry left in DownEast Maine. The dam is owned by the papermill which was just purchased by a Hong Kong multinational firm, now responsible for the financial upkeep of the dam. Plant not profitable enough? Dam too expensive to maintain to government standards? Demolish the dam and drain the lake? So, the entire economy of an area the size of the state of Delaware is in the hands of some uncaring accountant half a world away, only concerned with the bottom line.
