Yes you're right, there was a very few water flowing down the rivers, so less coal and oil was "running" up to the consumers. This is why I made this snapshot.

I was in Cologne in December and saw a number of coal barges pass by that looked to be half loaded. I knew about the drought and assumed that was what I was seeing.

Do you know if the recent heavy snows in Bavaria are somehow providing runoff to rivers that feed into the Rhine?

Only a smaller part of the snow in Bavaria/Austria will feed the Rhine-system, most of the molten snow will flow to the Black Sea via Inn and Danube.
