I think it was because of the mechanics of the original headlights. You frequently saw them failed and either stuck open or cars that appeared to be winking. Many people shut them down and put new lights further down.

... Oh, a beast for sure: maybe a BIG beast . . . I had the un-pleasure of driving my cousin's 64 convertible 'Vette in WashDC stop-and-go rush hour traffic: 427 engine, a bazillion horsepower badly tuned; it would stall if you took your foot off the accelerator (ack!!) ... heel-and-toe the accelerator and brake, drop it into neutral; re-engage and drive 10 feet, repeat ... Summertime DC weather; I was soaked in sweat by the time I got to work ...
