I am sure he could find something. This time of year, there are always partial deer carcasses left by hunters. But there is a lot of competition from hundreds of other vultures that come here in the winter.

Dozens of black and turkey vultures spend nights on the power lines near our house. It takes them a while in the morning to dry off so they can fly.

I'm not sure you'd call where I live civilization. It is quite rural. The black vultures live here all the time. Hundreds of turkey vultures spend their winters here.
