On the Spanish Wikipedia ( https://es.wikipedia.org/wiki/TÜV ) it is very well explained what the "TÜV" is. If a car does not pass the inspection, it is no longer allowed to drive on public roads.

Obrigada… here we call it “inspeção”… once a year for my Toyotas 4WD, 14 and 17 years old but both in perfect condition !
